Abstract
This piece addresses the delays and administrative hurdles faced by retirees, specifically regarding the Delhi University pension cases. Baxi critiques the "executive apathy" that forces elderly citizens into decades of litigation for their rightful dues. He argues that pension is not a "bounty" but a hard-earned property right.
